Answer
The Supplemental Security Income (SSI) program is set up in Title XVI of the Social Security Act. The individual does not have to have "insured status" under Title II of the Social Security Act to be eligible for benefits under Title XVI (SSI). The individual must be disabled or blind as defined by the Social Security Act and must have income and resources below specified amounts.
